2025 BUDGET: Allocations to Various Sectors and Programmes

Accra, Ghana – March 11, 2025

The Minister of Finance, Dr. Cassiel Ato Forson, has presented the 2025 Budget Statement to Parliament, outlining major financial allocations to revitalize key economic sectors. The budget, themed Resetting the Economy for the Ghana We Want, introduces targeted investments in infrastructure, education, healthcare, social protection, and disaster relief.

Below are the major sectoral allocations:

Infrastructure and Economic Transformation

  • GH¢13.85 billion for the Big Push Programme to drive infrastructural development under the 24-Hour Economy policy.
  • GH¢1.5 billion for the Agriculture for Economic Transformation Agenda (AETA) to modernize agriculture and promote food security.

Education

  • GH¢3.5 billion for the Free Senior High School Programme to ensure uninterrupted access to secondary education.
  • GH¢292.4 million to commence the distribution of free sanitary pads to female students in primary and secondary schools.
  • GH¢564.6 million for free curricula-based textbooks across basic education levels.
  • GH¢499.8 million for the No-Academic-Fee Policy for first-year students in public tertiary institutions.
  • GH¢145.5 million for the Capitation Grant to support basic education.

Social Protection and Welfare

  • GH¢1.788 billion for the School Feeding Programme, with an increase in the feeding cost per child from GH¢1.50 to GH¢2.00 per meal.
  • GH¢203 million for Teacher Trainee Allowances and GH¢480 million for Nursing Trainee Allowances.

Healthcare and Social Development

  • GH¢9.93 billion for the National Health Insurance Scheme (NHIS) to improve healthcare delivery and expand coverage.
  • GH¢51.3 million as a seed fund for the Women’s Development Bank, aimed at empowering women entrepreneurs.

Roads and Local Development

  • GH¢2.81 billion for the Ghana Road Fund to support road maintenance and expansion.
  • GH¢7.51 billion for the District Assembly Common Fund (DACF), with 80% of the funds allocated directly to districts.

Disaster Relief and Support for Affected Communities

  • GH¢242.5 million to assist victims of the Akosombo Dam spillage.
  • GH¢200 million to support victims of the tidal wave disaster in the Ketu South constituency.

Employment and Skills Development

  • GH¢300 million for the National Apprenticeship Programme to enhance vocational training.
  • GH¢100 million for the Adwumawura Programme, aimed at boosting employment opportunities.
  • GH¢100 million for the National Coders Programme to develop digital skills among the youth.

While the 2025 budget reflects the government’s commitment to fiscal discipline, social welfare, and economic transformation, with a strong focus on infrastructure, education, and social interventions, key economic challenges remain.
