The goal of the United Nations-Portugal Ocean Fellowship Program is to equip a new generation of leaders with the knowledge and abilities to tackle urgent ocean-related issues while also giving high-level ocean policy officials from UN Member States classified under UN-DESA’s methodology, as published annually in the statistical annex of the WESP, as developing economies, access to a capacity-sharing program catered to decision-makers’ needs.

Up to 30 maritime policy professionals from developing economies around the world will attend this esteemed 5-day capacity-building event in Portugal from October 20–24, 2025. It is intended to give fellows the multidisciplinary skills and resources they need to tackle pressing ocean issues, put sustainable blue economy principles into action, and accomplish SDG 14: Life Below Water goals.

Eligibility Criteria:

Only official nominees from UN Member States that are categorized as developing economies using the UN-DESA methodology are eligible for this fellowship. The following are ideal candidates:

  • Heads of national ocean policy agencies or their deputy heads
  • Ambassadors or other comparable decision-makers in the field of marine policy
  • Experts having a track record in national ocean governance
  • People who work in their nation’s marine policy area for a medium-to-long period of time
  • English-speaking candidates are preferred because the fellowship will only be administered in English.
  • Note: Women and Indigenous candidates are particularly encouraged to apply by the UN.
